The capital intensive nature of media inevitably resulted in their control by the economic elite. The voice of the silent majority is seldom heard on important local, national, and global issues. Government media channels are also ideal venues for popular or pluralistic expression of views and opinions by all sectors, particularly the marginalized.  Philippine media, particularly broadcasting, present a unique case in East Asia. A Normative theory describes an ideal way for a media system to be controlled and operated by the government, authority, leader and public.
